Tender Invitation: Service Company to implement data collection of the Survey “Assessment of Quality of Life and Access to Homecare Services in Albania – 2026”

Health for All is a project of the Swiss Agency for Development and Cooperation (SDC) implemented by the Swiss Tropical and Public Health Institute (Swiss TPH), through the HAP Centre. Its overall goal is that the Albanian population benefits from better health due to improved and inclusive Primary Health Care (PHC) services.

HAP supported the piloting and implementation of home care services for homebound and bedbound patients in 150 health centres in the territories of 20 Local Units of Health Care (LUHC).

In this regard, HAP is looking for a service provider (company or NGO) to conduct the data collection, logistically organize the survey and guarantee quality assurance of data collection of the Survey “Assessment of Quality of Life and Access to Homecare Services in Albania – 2026, firmly following the study protocol and the Terms of Reference (TORs) which can be found HERE.

The bidders for this service should submit to the HAP Centre the following documents.

  • A company/NGO CV demonstrating previous experience in surveys, Household is preferred, including electronic data collection using tablets
  • Developed activity plan and logistics aiming at reaching the objectives listed in the TORs
  • CVs of key staff and assigned positions (field coordinator, data manager, field supervisors). Please do explain and demonstrate in the CV the respective experiences related to the requirements in Part 5 for the main staff
  • A financial proposal in ALL, VAT =0*[1] should be submitted as per the template provided in Annexe A of this announcement, which you can download in Word and PDF. All expenditures related to the personnel involved, transport costs, logistic and administrative costs should be included in the financial offer. For transport cost calculation, consider that 40% of the rural areas (where the data should be collected) are at the farthest distance from the respective Local Government Units.
  • Registration documents (NIPT, Extract of QKB, etc.)
  • A Document certifying that (your subject):
    • has met its fiscal obligations, issued by the Tax Administration.
    • has paid all social insurance obligations, issued by the Tax Administration
    • certification by the Tax Administration, which indicates the annual turnover for the last 3 years.

The financial offer and technical offer should be in separate envelopes, and both of them should be inside one sealed envelope. The application package should be sent in sealed envelopes (in hard copies and scanned on CD/USB) by the 2nd of February 2026, 4 pm, at the address:

The evaluation weight will be: 70% technical evaluation and 30% financial evaluation.
