HAP’s Final Steering Committee Meeting: Impact of the Project’s 12-Year Contribution and Sustainability

The Health for All (HAP) Project convened its 22nd and final Steering Committee meeting on 16 April 2026 at the Ministry of Health and Social Welfare, bringing together representatives of national institutions, the Swiss Embassy, development partners, and professional organisations to reflect on nearly 12 years of collaboration to strengthen primary health care (PHC) in Albania.

The meeting highlighted HAP’s major achievements, including improvements in PHC policies and regulations, the development of professional capacities, the introduction of innovative continuing medical education approaches, the integration of psychosocial services, and the establishment and nationwide scaling up of home care services.

Participants emphasised that HAP’s greatest contribution lies not only in the interventions implemented but also in the knowledge, tools, and institutional capacities created to ensure their continuity. Discussions focused on the sustainability of successful models, particularly home care, the implementation of clinical protocols for non-communicable diseases, and the need for dedicated financing and stronger institutional ownership to ensure their continuity and further development.

The Ministry of Health and Social Welfare reaffirmed its commitment to integrating successful HAP approaches into national strategies and continuing the further development of primary health care services. The Swiss Embassy reiterated its readiness to continue supporting sustainability-related efforts until 2028, including advocacy for the inclusion of home care within the Basic Package of PHC services.

The Steering Committee concluded by acknowledging the strong partnership between Albanian institutions, the Swiss Agency for Development and Cooperation, and HAP, and expressed a shared commitment to carrying forward the project’s achievements towards better health care services for the Albanian population.
