Sustainability of Continuing Education: Local Health Authorities Take the Lead in Cascade Training for Home Care

Since September 2025, the Health for All (HAP) project, in close collaboration with four regional health operators in Tirana, Vlora, Elbasan and Shkodra, has supported the establishment of a network of nurse trainers focused on Home-Based Health Care. This initiative represents an important step towards the sustainability of HAP interventions, as local health authorities progressively take ownership of training processes.

Within each Local Unit of Health Care (LUHC), nurse trainers have been equipped with didactic and pedagogical skills related to Standard Nursing Procedures for home care. These trainers are now delivering cascade trainings* to nurses working in health centres, ensuring that knowledge and skills are transferred systematically at the local level.

Cascade trainings have already been completed in Fier and Vlora, are currently ongoing in Elbasan, and are expected to extend to other LUHCs. This approach contributes to maintaining the quality and long-term sustainability of home care services beyond the direct involvement of the project.

*Cascade trainings are a training approach in which a selected group of professionals is initially trained as trainers and then passes on the acquired knowledge and skills to their colleagues at other levels of the system, while maintaining the same professional standards.
