HAP Finalises Manual for Psychologists in Primary Health Care

The Health for All (HAP) project has finalised the Manual for Psychologists in Primary Health Care, a comprehensive and practical guidance document designed to strengthen mental health support within Albania’s primary health care (PHC) system. The manual represents an important milestone in HAP’s ongoing efforts to promote integrated care and to enhance the quality of mental health services at the community level. The Manual awaits the approval of the relevant authorities before being distributed to the health centres’ personnel.

Developed through close collaboration with key stakeholders and service providers, the manual responds to the growing need for clear, standardised approaches to psychological support within PHC teams. It is intended as a practical reference for psychologists working in primary care and socio-health centres, as well as for other health professionals involved in multidisciplinary care.

A practical and standardised tool for daily practice

The manual provides structured, accessible guidance that reflects the realities of primary health care practice. It clearly outlines the role and responsibilities of psychologists within PHC teams, helping to define professional boundaries while reinforcing collaboration with physicians, nurses and other health and social care professionals.

A core component of the manual focuses on methodologies for psychological assessment and intervention. It addresses a wide range of commonly encountered mental health and psychosocial issues, including anxiety, depression, stress, trauma, experiences of abuse, and family-related challenges. Importantly, it also recognises the demands placed on mental health professionals themselves, including guidance on self-care for psychologists working in often complex and resource-constrained settings.

Ethics, confidentiality and quality of care

Professional ethics and the responsible management of personal data are central to the manual’s approach. Dedicated sections provide clear guidance on ethical practice, confidentiality, and the professional handling of sensitive information, aligning psychological services in PHC with national standards and good international practice.

To support consistency and quality in service delivery, the manual includes a set of standard psychometric instruments, as well as practical formats for assessment, documentation and case referral. These tools aim to improve clinical decision-making, facilitate continuity of care, and strengthen coordination within and beyond the PHC system.

Why this manual matters

The publication of the Manual for Psychologists in Primary Health Care marks a significant step towards the standardisation and improvement of mental health services at community level. By providing a shared framework and common tools, the manual supports the integration of mental health into primary care and reinforces teamwork between psychologists and the traditional medical staff.

This initiative aligns closely with HAP’s broader contribution to integrating health and social services within primary care. Strengthening mental health support at first point of contact is essential for improving early identification, timely intervention and long-term outcomes for individuals and families.

Access and next steps

The draft of the manual is now available for download on the HAP website under the section Publications > Manuals & Programmes. HAP encourages psychologists employed in primary care and socio-health centres, as well as physicians, nurses and other health professionals, to familiarise themselves with the manual and use it as a standard reference in their daily practice.
