Health for All Project (HAP) is funded by Swiss Agency for Development and Cooperation (SDC). Its overall goal is that the Albanian population, benefit from better health due to improved primary health care services. As of 1 April 2019, HAP entered the second phase implemented by Swiss Tropical and Public Health Institute (Swiss TPH) through HAP Centre.

In Albania, citizens and patients namely in rural areas have more limited access to Primary Health Care (PHC) services due to imperfect availability of services, lower quality of care and financial costs, in some cases. The home-based care is under-developed while the role of nurse in dealing with non-communicable disease is ill defined. Improved primary healthcare services (among others by more competent nurses) and home-based care can lead into more frequent use of quality health services and translating into higher satisfaction of user and health of people covered.  Moreover, MoHSP is putting increased emphasis on integration of health and social services and new roles will be elaborated for nurses and other members of PHC teams.

During Phase 2, HAP will work with its partners and stakeholders to emphasize the role of nurses in the primary healthcare sector. On this regard, HAP will (I) update job profiles of PHC personnel with the purpose of task shifting between physicians and nurses, II) elaborate new models of health service provision (home-based care) and (III) develop a professional master’s in family/community nursing (to be offered by the Faculty of Technical Medical Sciences).

Therefore, HAP is looking for motivated and high professional applicants for the position of “Family/community nursing care specialist”

The Family/community nursing care specialist works with HAP team and partners’ staff to: support updating job profiles of PHC nurses with the purpose of task-shifting between physicians and nurses; support the education and professional development of family nurses in the primary healthcare sector with a specific focus on ensuring nurses are equipped with the relevant competences to provide community/home-based care service and NCD prevention and control; support the design, development and provision of the new Master program in community/family nursing.

Required qualifications and experiences

  • University degree in nursing, preferably from a Western European or North American university. Master/M.Sc. diploma in nursing from a Western European or North American University will be highly advantaged.  Post-graduate diplomas obtained online will not be considered.
  • Minimum experience of 10 years as a family/community nurse in PHC, with clinical experience and skills;
  • At least 5-year experience in the nursing teaching and/or trainer experience included;
  • Excellent nursing technical/clinical skills;
  • Very good understanding of health system organisation and in particular of primary health care system in Albania
  • Excellent interpersonal, communication and presentation skills;
  • Fluency in written and spoken English and Albanian;
  • Ability and willingness to change work practices and willingness to travel to project areas;

Recall for: Service Company to implement data collection of the House Hold Survey “Family Access to Healthcare” in Diber and Fier

During 2015 HAP conducted a population based – House Hold – baseline assessment of “Family Access to Healthcare”, and now it is in the process of planning the endline assessment of the “Family Access to Healthcare” in Diber and Fier. End line assessment is a population-based survey – House Hold – planned to be conducted in November- December 2018. In this regard, HAP project is looking for a service company to conduct logistical and quality assurance of data collection for end-line assessment.

INVITATION TO TENDER

REHABILITATION OF THE TWO PRIMARY HEALTH CENTRES IN VORA AND SAUK

The Health for All Project (HAP) in Albania is funded by Swiss Agency for Development and Cooperation (SDC) of the Swiss Government and is being implemented by a consortium of three organizations: the Swiss Tropical and Public Health Institute (SwissTPH), and the two NGOs: Terre des hommes (Tdh) and Save the Children (SC) through HAP Center. Its overall goal is that the Albanian population, benefit from better health due to improved primary health care services and health promotion activities.

HAP will rehabilitate two primary health care centers; one health center in Vora, in the municipality of Vora and the second health center in Sauk, in the municipality of Tirana. In the context of this initiative, HAP Centre is requesting offers from companies interested to carry out those rehabilitation works.

The interested Companies must participate in the site visit to take place within third week of September 2018. The details of place and time of the visit will be given to the interested Companies within 17th of September 2018.

The bidding Companies should submit their offers to HAP Centre no later than end of business day on the 5th of October 2018.

The offer should include:

  1. Letter of interest (see Appendix 4.2);
  2. The BoQ Excel sheet provided with the tender documents, filled with the respective prices and totals (BoQ template provided in Appendix 2.1);
  3. The financial offer in correspondence with the subtotals and total amounts in the BoQ (Format provided in Appendix 2.0);
  4. CV of the company (with proves of the experience of the company in carrying out similar works);
  5. CVs of directors of the Company;
  6. CV of technical team directly responsible for the coordination of the works and to will be deployed to do the work sites (see Appendix 4.2 and Appendix 4.3);
  7. The time table of the works with a brief narrative of the timing and sequence of the jobs to be carried out (see Appendix 4, Appendix 4.1);

  9. Copy of its status with the tax authorities and confirmation of Tax Authorities for having No obligations;
  10. Document from the bank as a proof of its commercial links and sound finance (within the required limit for such works, see Appendix 4.2);
  11. For the preparation of the offers, the companies will be obliged to visit the site, verify and make its own measurements; a short report of the visit should be added to the offer.

Re-Call for: Mobile Outreach Events to raise community awareness about NCDs and their prevention 

The Health for All Project (HAP) in Albania is funded by Swiss Agency for Development and Cooperation (SDC) and is being implemented by a consortium of three organizations: the Swiss Tropical and Public Health Institute (SwissTPH), and the two NGOs: Terre des hommes (Tdh) and Save the Children (SC) through HAP Center. Its overall goal is that the Albanian population benefit from better health due to improved Primary Health Care (PHC) services and health promotion activities.

In this framework, HAP will support implementation of mobile community health promotion events to raise awareness on the causes of non-communicable disease (NCDs) and their prevention. HAP is calling for Non-Profit Organizations (NPO) with a strong record in community outreach. We encourage the establishment of consortiums between NPO-s which can jointly implement the activities. The interested bidders can apply for the implementation of the activities in one of the regions or either both regions. There will be given a higher score to the NPO-s whose implementing team(s) is/are based in the region/s.

ReCall for: Service Company to conduct Health Vulnerability study in Albania

The Health for All Project (HAP) in Albania is funded by Swiss Agency for Development and Cooperation (SDC) and is being implemented by a consortium of three organizations: the Swiss Tropical and Public Health Institute (SwissTPH), and the two NGOs: Terre des hommes (Tdh) and Save the Children (SC) through HAP Center. HAP’s activities are in line with international aspirations leaded by WHO on Universal Care, and as such wants to extend its services toward reaching and covering through primary health care services the vulnerable groups in Albania. Aiming at implementing such evidence based approaches HAP needs to know, what defines health vulnerability in Albania and identification of such groups in Albanian realities. Furthermore, what might be the needs in terms of tailored services that ensure qualitative health care to these groups will be of interest.

REHABILITATION OF THE TWO PRIMARY HEALTH CENTRES AND POLYCLINIC IN LUSHNJA

The Health for All Project (HAP) in Albania is funded by Swiss Agency for Development and Cooperation (SDC) of the Swiss Government and is being implemented by a consortium of three organizations: the Swiss Tropical and Public Health Institute (SwissTPH), and the two NGOs: Terre des hommes (Tdh) and Save the Children (SC) through HAP Center. Its overall goal is that the Albanian population, benefit from better health due to improved primary health care services and health promotion activities.

HAP will rehabilitate two primary health care centers and one polyclinic located in the same building in the municipality of Lushnja. In the context of this initiative, HAP Centre is requesting offers from companies interested to carry out those rehabilitation works.

The interested Companies should express their interest in participating in this tender by sending an email to info@hap.org.al until 31th of August 2018.

The interested Companies must participate in the site visit to take place within first week of September 2018. The details of place and time of the visit will be given to the interested Companies within 05 September 2018.

The bidding Companies should submit their offers to HAP Centre no later than end of business day on the 24th September 2018.

The offer should include:

  1. Letter of interest (see Appendix 4.2);
  2. The BoQ Excel sheet provided with the tender documents, filled with the respective prices and totals (BoQ template provided in Appendix 2.1);
  3. The financial offer in correspondence with the subtotals and total amounts in the BoQ (Format provided in Appendix 2.0);
  4. CV of the company (with proves of the experience of the company in carrying out similar works);
  5. CVs of directors of the Company;
  6. CV of technical team directly responsible for the coordination of the works and to will be deployed to do the work sites (see Appendix 4.2 and Appendix 4.3);
  7. The time table of the works with a brief narrative of the timing and sequence of the jobs to be carried out (see Appendix 4, Appendix 4.1);
  8. Copy of the registration and license of the company;
  9. Copy of its status with the tax authorities and confirmation of Tax Authorities for having No obligations;
  10. Document from the bank as a proof of its commercial links and sound finance (within the required limit for such works, see Appendix 4.2);
  11. For the preparation of the offers, the companies will be obliged to visit the site, verify and make its own measurements; a short report of the visit should be added to the offer.

The targeted areas from the intervention are Ballsh City, the Administrative Units of Aranitas and Fratar in the Municipality of Mallakaster, the Administrative Unit of Portez in the Municipality of Fier.

Call for: Mobile Outreach Events to raise community awareness about NCDs and their prevention

The Health for All Project (HAP) in Albania is funded by Swiss Agency for Development and Cooperation (SDC) and is being implemented by a consortium of three organizations: the Swiss Tropical and Public Health Institute (SwissTPH), and the two NGOs: Terre des hommes (Tdh) and Save the Children (SC) through HAP Center. Its overall goal is that the Albanian population benefit from better health due to improved Primary Health Care (PHC) services and health promotion activities.

In this framework, HAP will support implementation of mobile community health promotion events to raise awareness on the causes of non-communicable disease (NCDs) and their prevention. HAP is calling for Non-Profit Organizations (NPO) with a strong record in community outreach. We encourage the establishment of consortiums between NPO-s which can jointly implement the activities. The interested bidders can apply for the implementation of the activities in one of the regions or either both regions. There will be given a higher score to the NPO-s whose implementing team(s) is/are based in the region/s.

HAP’s activities are in line with international aspirations leaded by WHO on Universal Care, and as such wants to extend its services toward reaching and covering through primary health care services the vulnerable groups in Albania. Aiming at implementing such evidence based approaches HAP needs to know, what defines health vulnerability in Albania and identification of such groups in Albanian realities. Furthermore, what might be the needs in terms of tailored services that ensure qualitative health care to these groups will be of interest.

Call for: Service Company to implement health facility-based survey in Diber and Fier

The Health for All Project (HAP) in Albania is funded by Swiss Agency for Development and Cooperation (SDC) and is being implemented by a consortium of three organizations: the Swiss Tropical and Public Health Institute (SwissTPH), and the two NGOs: Terre des hommes (Tdh) and Save the Children (SC) through HAP Center. Its overall goal is that the Albanian population benefit from better health due to improved Primary Health Care (PHC) services and health promotion activities.

During 2015 HAP conducted a baseline assessment of the quality of care in Primary Health Care facilities, and now it is in the process of planning the end line assessment of the quality of care in Primary Health Care facilities. End line survey is a facility-based Quality of Care study planned to be conducted in June 2018. In this regard, HAP project is looking for a service company to conduct logistical and quality assurance of data collection for end-line assessment firmly following Study Protocol and definitions on these TORs, in the selected Health Centers, 26 HC in Fier and 20 in Diber region.

Announcement for international expert

The Health for All Project (HAP) in Albania is funded by Swiss Agency for Development and Cooperation (SDC) and implemented by the HAP Centre on behalf of a consortium of three organizations: the Swiss Tropical and Public Health Institute (SwissTPH) and the NGOs Terres des hommes (Tdh) and Save the Children (SC). The Project started in January 2015 with an implementation timeframe of 4 years. Its overall goal is that the Albanian population benefit from better health due to improved Primary Health Care (PHC) services and health promotion activities.

In response to the request by the Ministry of Health and Social Protection of Albania to support the implementation of Primary Health Care and other related components of the Albanian National Health Strategy 2016-2020, HAP is looking for an international consultant (individual or consultancy organization)  to be assigned to the Ministry of Health and Social Protection up to end of March 2019 in order to advise and guide the Minister of Health and Social protection on health policy implementation with a focus on primary health care leading to health system strengthening.

The expected results of this assignment are:

  • The Ministry of Health and Social Protection is advised on how to progresses with the implementation of its national Health Strategy 2016-2020.
  • Specific health policy priorities are identified by MoHSP and discussed and agreed on with relevant stakeholders
  • Priorities in the regulatory framework, infrastructure, human resources, quality and of services, financial resources, management, monitoring and accountability mechanisms relating to PHC development are identified by MoHSP and brought forward to relevant stakeholders
  • Regular inclusive consultation meetings on the health strategy 2016-2020 and its implementation are organised by the Consultant.

Call for: Service Company to implement health facility-based survey in Diber and Fier

The Health for All Project (HAP) in Albania is funded by Swiss Agency for Development and Cooperation (SDC) and is being implemented by a consortium of three organizations: the Swiss Tropical and Public Health Institute (SwissTPH), and the two NGOs: Terre des hommes (Tdh) and Save the Children (SC) through HAP Center. Its overall goal is that the Albanian population benefit from better health due to improved Primary Health Care (PHC) services and health promotion activities.

During 2015 HAP conducted a baseline assessment of the quality of care in Primary Health Care facilities, and now it is in the process of planning the end line assessment of the quality of care in Primary Health Care facilities. End line survey is a facility-based Quality of Care study planned to be conducted in June 2018. In this regard, HAP project is looking for a service company to conduct logistical and quality assurance of data collection for end-line assessment firmly following Study Protocol and definitions on these TORs, in the selected Health Centers, 26 HC in Fier and 20 in Diber region.

According to this initiative all health centers (HC) are required to conduct a first self-assessment, results of which will be use to evaluate the level of implementation of the accreditation standards and identification of the gaps. Health for All Project in Albania (HAP) is funded by Swiss Agency for Development and Cooperation (SDC) of the Swiss Government and is being implemented by Health for All Centre in Fier and Diber Regions. Its overall goal is that the Albanian population, benefit from better health due to improved primary health care services and health promotion activities.

In this framework, HAP will support mobile community health promotion events to raise awareness of the causes of non-communicable disease (NCDs) and their prevention. HAP is calling for Non for Profit Organizations with a strong record in community outreach to implement mobile outreach events according to the definitions in this TOR. We encourage the establishment of consortiums between Non profit Organizations which can jointly implement the activities”.

The selected provider organization will be offered a framework contract, which will encompass a number of possible trainings and supporting activities, identified according to the needs of the health care professionals and other central and local authorities. Call for: Engineering Company to provide supervisory works for the rehabilitation of four Health Centres in Fier region

To improve conditions for health workers and users in four Health Centres in Fier, HAP Centre will contract an engineering company, here in called The Contractor, to do the rehabilitation in those Centres. To supervise the Contractor’s works, HAP Centre will contract an engineer Company, herein called The Provider, to supervise the rehabilitation works as described in the TOR in the below link:

As a member of the HAP Centre management team, the Finance Assistant / Cashier shares the overall responsibility for the delivery of support services for the implementation of Health for All Project – Albania.  The Finance Assistant / Cashier position is responsible for supporting the functioning of the Finance Management of the HAP Centre.

Essential job functions:

  • Is responsible for the management of the petty cash box and the cash book
  • Prepares day to day transactions through Bank Transfers, check payment, etc. to be signed by the Finance Manager and Executive Director, making the respective records in the cash book and bank transaction book
  • Keeps the inventory system of HAP Centre assets, maintaining the records up to date
  • Assists with preparation and coordination of the audit process
  • Assists with implementing and maintaining internal financial controls and procedures
  • Assists in preparing budgets and forecasts
  • Supports preparation of donor financial reports.

Qualifications and experiences

  • University degree or equivalent in the field of finance, accounting or management
  • Previous experience of general accounting, minimum 3 years
  • Professional knowledge of accounting principles and practices

Consultancy services for the development of application for HAP registration of activities and monitoring of contracts

The Health for All Project (HAP) in Albania is funded by Swiss Agency for Development and Cooperation (SDC) and is being implemented by a consortium of three organizations: the Swiss Tropical and Public Health Institute (Swiss TPH), and the two NGOs: Terre des hommes (Tdh) and Save the Children (SC).
To facilitate and make easier the follow up of the activities and the visualization of the stage of implementation, HAP is interested in contracting a programmer (individual or company) to develop an application with the functions that: a) allow staff members to make records of the activities they implement; and, b) allow the monitoring of the contracts for implementation of the activities.

Development and implementation of a media buying strategy for the dissemination of a TVC in Dibra and Fier’s local and national media for Health for All Project – Albania

HAP is seeking to implement a TV campaign to raise awareness about the important role of family doctor and the fact that consultations at the primary health care are free of charge. For that HAP is seeking to contract an agency for dissemination of a 60-sec TV spot through national station and local TV stations, as well as purchase news-stories in the local media.

 Timeframe: the broadcasting are expected to be made in mid April-16 May

Call for: Training of primary health care providers on Participatory Health Promotion

The Health for All Project (HAP) in Albania is funded by Swiss Agency for Development and Cooperation (SDC) and is being implemented by a consortium of three organizations: the Swiss Tropical and Public Health Institute (SwissTPH), and the two NGOs: Terre des hommes (Tdh) and Save the Children (SC). The Project started in January 2015 and will have an implementation timeframe of 4 years. Its overall goal is that the Albanian population, particularly the most vulnerable, benefit from better health due to improved Primary Health Care (PHC) services and health promotion activities.

In this framework HAP will support the training of Primary Health Care (PHC) providers on participatory health promotion. The direct beneficiaries of the activities are expected to be 225 PHC providers of Diber and Fier Qark.

Through this call we are inviting interested NGO-s/ Individuals to apply for delivering the training sessions based on the Terms of Reference (click here)
